Survey

Survey is the process, where external surveyors assess the processes and documentation on a particular institution.

A survey runs through several phases, and end up with a result. This result may be hat the insititution is accredited, accredited with remarks, or not accredited.

Internal distribution

A survey contains standards - a subset of the full set of Standards and Indicators for the given sector.

When a survey is created, the user select which standards will be "in" the survey. When creating an initial ("external") survey, the user chooses between whole standard set versions:

When creating an initial ("external") survey, the user chooses between whole standard set versions - i.e. user may create a survey containing all standards in version 1 or all standards in version 2.
When creating a re-survey, the user chooses standards individually. In this case it is possible to "mix" the vesion numbers - e.g. select standard A in version 1 and standard B in version 2.
In any case, it is possible to add/remove standards individually after the survey has been created. It is NOT possible to remove a standard, if any data related to that standard (or an indicator beloning to that standard) has been registered.

Contrary to selfevaluation, it is NOT possible to distribute indicators. If a standard is part of a given survey, so are all the indicators for that standard.

Survey states

A survey runs through several states during its lifetime. These states are defined in a "state machine". The exact content of the state machine cannot be given here (because it may be configured differently in differen environments)

Survey phases

A "survey phase" is defined as a number of consecutive states, that "belong" to the same accreditation body.

State machine example

Remember that the state machine is configurable. The below example is what is gets installed per default with the framework.

Initial	Accr.institute	This is the state of a newly created survey. This state does not allow registration of findings or assessesments.
SurveyInProcess	Surveyors	This is the only state, that allows registration of findings. The surveyor team must create assessments on indicator and standard level.
SurveyCompleted	Accr.insititute	Findings and required assessments have been created. The accreditation institute checks the data entered by the surveyors, (may include clarifying questions). Finally the accreditation institute prepares the survey for the first hearing.
Hearing	Accr.institute	The institutions are allowed to read the findings / assessments registered by the surveyors, and may report objections. The system does NOT contain a system in which to register objections (yet?)
HearingCompleted	Accr.institute	The institutions have reported any objections.
Hearing	Accr.institute	The institutions are allowed to read the assessments registered by the acrreditation institute, and may report objections. The system does NOT contain a system in which to register objections (yet?).
Hearing2Completed	Accr.institute	The institutions have reported any objections from the second hearing.
AccreditationBoardEvaluation	Accr.board	The accreditation board evaluates the assessment registered by the surveyor team - including any overrides registered by the accrediation institute. The outcome of this evaluation results in a final reuslt of the survey - this result is reflected in a change of state to one of the states below.
AccreditationGranted	Accr.board	The institution has been accredited without any remarks.
AccreditationWithRemarks	Accr.board	The institution has been accredited with remarks.
NotAccredited	Accr.board	The institution has NOT been accredited.
ReSurvey	Accr.board	The institution has not been accredited, but has a change to obtain accreditation after a renewed wurvey.
