Selfevalution is a process, where staff in a sub-unit evaluates their own work process.
When a selfevalution round is created, a "snapshot" of the (secondary and tertiary) distribution defined on the subunit is copied and stored in the newly created selfevaluation.
This has the following effects:
After the selfevalution is created, it is possible to add/remove standards and indicators in the selfevaluetion WITHOUT affecting hte distribsution on the sub-unit.
Once a selfevaluation round is started, distribution on the subunit may be changed arbitrarily (to prepare for the NEXT round of selfevalution, for example) WITHOUT affecting the distrubution inside existing selfevaluation rounds.
When several selfevaluations exist on one sub-unit, they may have completely different internal distributions.
